Muni suspends Thubakgale

The Polokwane Municipality has officially suspended Municipal Manager Advocate Letsepe Thubakgale pending an investigation into a list of allegations.
Makunyane
Executive Mayor Thabo Makunyane announced that Thubakgale was served with a letter of suspension and given less than an hour to respond, failure of which his suspension would be announced.
Thubakgale was handed the letter at 12:05 yesterday (Thursday) and told to respond by 13:00. He allegedly read the letter but refused to accept it.
“And now we have to take this decision without his input,” said Makunyane at a council meeting which started at 14:00.
Making the shocking announcement in a meeting attended by, among others, girl learners from Makgofe Secondary School as part of the day’s Take a Girl Child to Work initiative, Makunyane said the decision was taken following a series of incompetences that cost the municipality millions over the last three years.
Unauthorised expenditure
Thubakgale stands accused of unauthorised expenditure of R5 million of the approximately R86 million pertaining to the planning of the Polokwane Convention Centre.
Mokonyane said Thubakgale had put the city’s prospects of being a 2010 Fifa World Cup host city at risk by not cooperating with its European counterparts, resulting in the city being put on a critical list which meant that the city could lose out on being a host city.
“In an urgent meeting called the municipal manager claimed that he could not spend the money transferred to us because it had not been appropriated, but later investigation found the money to have indeed been appropriated and that he had lied,” Makunyane said, adding that later on the same day the bid adjudication committee had met to finalise an urgent tender, but Thubakgale did not sign off the tender for another ten days.
Thubakgale is also accused of unduly awarding a valuation roll tender to a valuator that cost the municipality more instead of one who has been offering the services competently over several years and for less.
Tender
Makunyane said the most recent alleged violation was a R16,2 million tender Thubakgale had wanted to award to a certain company against the recommendations of the bid committee.
“The present Municipal Manager is a character that we cannot rely on to drive the administration of this municipality,” he said, mentioning that Thubakagale had demonstrated gross negligence in handling his official duties and has again failed dismally in handling affairs regarding the 2010 stadium subcontractors.
He assured council that the suspension did not violate any law and that Thubakgale was suspended with full pay and benefits.
Thubakgale is a known friend of former Premier and now Congress of the People (Cope) Member of Provincial Legislature Sello Moloto and already some see the move as the latest precedent of purging of Cope supporters from government.
